A New Era of Interior Enforcement

The plan involves dispatching approximately 500 personnel from U.S. Customs and Border Protection (CBP), an agency historically focused on border security, to assist ICE’s 25 field offices across the country. These teams will include not only green-uniformed Border Patrol agents, but also members from CBP’s Office of Field Operations, which oversees legal entry points, and Air and Marine Operations, a specialized unit with aerial and maritime assets. While CBP personnel possess the legal authority to arrest unauthorized immigrants, their work has traditionally been confined to borders, maritime sectors, and international airports. This new directive marks a significant departure from that historical practice, deploying them deep into the U.S. interior, as reported by CBS News.

Beyond CBP, the administration has also requested extensive support from other federal agencies. Law enforcement personnel from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), and even the Internal Revenue Service (IRS) have been tasked with aiding in the arrest of unauthorized immigrants. Further emphasizing the government-wide nature of this campaign, the Department of Homeland Security (DHS) has asked the Pentagon for 20,000 National Guard troops to bolster interior immigration enforcement operations, which, if approved, would be a first for direct enforcement roles, according to The New York Times.

Proposed roles for these National Guard troops are extensive, including transporting detained individuals, detention support, administrative processing, and even active roles such as locating “fugitives,” conducting surveillance, canvassing missions, night operations, rural interdictions, and searching for unaccompanied children in “remote or hostile terrain.”

The Shift: Why Border Patrol is Stepping In

The push to involve Border Patrol more deeply in interior enforcement and to install its officials in ICE leadership stems from the administration’s frustration with ICE’s current pace of arrests. Stephen Miller, a key architect of President Trump’s immigration policies, has reportedly demanded 3,000 arrests per day, a target significantly higher than the average of 1,178 arrests per day reported by ICE in late September. This shortfall has led to a belief within the administration that ICE is not “getting the job done.”

Consequently, the White House has approved a list of at least a dozen ICE field office directors slated for reassignment, with at least half expected to be replaced by Border Patrol officials. This list was reportedly compiled by Corey Lewandowski, a special government employee advising DHS Secretary Kristi Noem, and Greg Bovino, a Border Patrol sector chief known for his aggressive tactics in Chicago and Los Angeles.

Recent operations have included agents rappelling into apartment buildings from Black Hawk helicopters and making dramatic arrests by jumping out of rental trucks in public places. Such methods, championed by individuals like Greg Bovino, have generated significant public backlash, sparking protests and leading to lawsuits accusing the administration of using excessive force.

For instance, Bovino has faced a federal judge to answer questions about alleged violations of temporary restraining orders against CBP’s use of excessive force, including the deployment of tear gas into crowds. These incidents underscore the stark differences in operational approaches between ICE, which typically focuses on known targets, and Border Patrol, which leans towards broader sweeps.

Trump’s Broader “America First” Immigration Agenda

These escalating enforcement measures are deeply rooted in President Trump’s “America First” priorities. His administration has consistently vowed to secure the border, end what it calls “catch-and-release” policies, reinstate “Remain in Mexico,” build a border wall, and restrict asylum for illegal border crossers. The comprehensive plan also includes cracking down on “criminal sanctuaries” and enhancing the vetting and screening of all aliens.

The deployment of the armed forces, including the National Guard, for border security is a stated component of this agenda. Interestingly, these intensified interior operations come even as illegal crossings at the southern border have reached historically low levels, attributed by officials to strict policies implemented early in President Trump’s second term, including the effective closure of the American asylum system under the premise of an “invasion.”
