When U.S. Defense Secretary Pete Hegseth announced an agreement with Qatar to construct a training facility at an Air Force base in Idaho, the news quickly sparked outrage across social media. Many expressed alarm at what they perceived as the establishment of a “foreign military base on American soil.” However, a closer look at the details reveals a more nuanced reality, highlighting a long-standing practice of international military cooperation that serves U.S. strategic interests.

Understanding the “Facility”: More Than a Foreign Base

The core of the misunderstanding lies in the distinction between a sovereign military base and a specialized training facility. The agreement with Qatar is for a group of buildings at Mountain Home Air Force Base that will handle training and maintenance for Qatari troops using their F-15QA jets. Air Force spokesperson Ann Stefanek clarified, “What we expect is it to be squadron operations and hangars for the F-15QA, because that’s the Qatari version of the jet that they bought through foreign military sales. It is definitely still a U.S. Air Force base.”

Crucially, the new facilities will be funded entirely by Qatar, built by local construction crews, and are expected to employ local workers. Security for the base will remain under the purview of U.S. Air Force personnel, with proper credentials required for entry, ensuring no foreign entity takes operational control of American territory.

A Common Practice: International Training on US Soil

Such on-site training agreements with allied nations are a common and long-standing practice in the United States. For instance, the Republic of Singapore’s 428th Fighter Squadron Buccaneers have been hosted at Mountain Home Air Force Base since 2008. German forces have trained at Holloman Air Force Base in New Mexico for decades, and new facilities for international F-35 fighter pilots were completed at Ebbing Air Force Base in Arkansas just last year. These arrangements facilitate interoperability and strengthen alliances, which are cornerstones of U.S. foreign policy.

Mountain Home Air Force Base: The “Gunfighter” Mission

Nicknamed the “Gunfighter” base, Mountain Home Air Force Base is a critical installation roughly 50 miles southeast of Boise, Idaho. It houses the 366th Fighter Wing and over 50 F-15E Strike Eagle aircraft, with a mission to “provide mission-ready Gunfighters to conduct military operations anytime, anywhere,” as detailed on the Mountain Home Air Force Base’s official website.

The high desert tundra plateau surrounding the base offers ample space for fighter pilot training maneuvers, making it an ideal location. The base is home to three fighter squadrons: the 389th Fighter Squadron Thunderbolts, the 391st Fighter Squadron Tigers, and the Singaporean 428th Fighter Squadron Buccaneers. It also houses an Air Control squadron and an Air National Guard squadron. The entire fighter wing comprises approximately 5,100 military and civilian members, along with 3,500 family members, contributing significantly to the local economy of the nearby town of Mountain Home, which has a population of about 17,000.

Qatar decided to acquire the F-15QA aircraft through the U.S. government’s Foreign Military Sales program in 2017. Following this purchase, talks immediately commenced regarding the training of Qatari troops to operate and maintain these advanced jets. An environmental assessment to determine the potential impact on the area surrounding the base was initiated around 2020 and successfully completed in 2022, according to an article by The Associated Press.

Addressing the Outcry: Why Some Are Concerned

Despite the long-standing nature of such agreements and the strategic rationale, the announcement triggered significant public backlash. Right-wing influencer Laura Loomer, a close ally of former President Trump, famously dubbed the plan “an abomination,” asserting that “no foreign country should have a military base on US soil, especially Islamic countries.” These sentiments reflect a segment of the population wary of international military presence within U.S. borders.

Past incidents have also fueled public skepticism. The 2019 mass shooting at Pensacola Naval Air Station in Florida, carried out by a Saudi Air Force officer in training, resulted in the deaths of three U.S. service members. The subsequent U.S. investigation led to the repatriation of 21 Saudi military students who were found to have expressed jihadist or anti-American views or had contact with child pornography online, as reported by The Associated Press.

Another theory propagated online suggested the training facility was a quid pro quo for Qatar’s purported $400 million jumbo jet gift to former President Trump. However, the timeline of the F-15QA acquisition and the subsequent training discussions clearly predates any such alleged gift, indicating the two events are unrelated.

Strategic Benefits: What the US Gains

The United States uses the sale of defense equipment and services as a crucial foreign policy tool, governed by federal laws like the Arms Export Control Act. These sales and accompanying training agreements typically occur when the President determines they will enhance U.S. security or promote global peace. The rationale is clear: fostering well-trained allies who can operate seamlessly with U.S. military forces leads to greater combined operational readiness and can help ensure the safety of U.S. troops during joint deployments.

As Ann Stefanek noted, “This partnership will provide advanced training opportunities and foster combined operational readiness for our two countries.” For the U.S., these agreements are about building stronger, more capable international partnerships that contribute to mutual defense objectives and regional stability, far from being a concession of sovereign territory.
