The Modern Authentication of Pharmaceuticals (MAP) Act of 2023 (H.R. 4988), introduced by Representatives John Rutherford (R-FL) and Don Davis (D-NC), seeks to address this vulnerability directly.

This bipartisan legislation mandates on-dose identifiers for controlled substances, aiming to ensure their authenticity and improve traceability throughout the U.S. pharmaceutical supply chain. The urgency of this measure is underscored by the staggering statistics: the Drug Enforcement Administration (DEA) reported seizing approximately 50.6 million fake pills laced with fentanyl across all 50 states and D.C. as of December 2022.
