The Biden administration terminated deportation proceedings for an illegal migrant now accused of sexually assaulting a woman and holding her captive for days, according to federal immigration authorities.
Jose Armando Carcamo-Perdomo, a Honduran national living unlawfully in the U.S., was charged earlier this month with kidnapping and assault after local law enforcement discovered a woman trapped inside a home in Harris County, Texas, according to the Department of Homeland Security (DHS). Carcamo is suspected of holding the sex trafficking victim hostage for five days against her will, with no food or water, while he sexually assaulted and beat her. The Honduran national was undergoing removal proceedings after he unlawfully entered the U.S. in 2020, the Daily Caller News Foundation exclusively learned. However, under the Biden administration, Immigration and Customs Enforcement (ICE) filed a motion in 2023 with an immigration judge to terminate his deportation proceedings.
“This accused kidnapper and suspected sex trafficker was just one of the countless criminal illegal aliens who inexplicably had their removal proceedings terminated by the Biden Administration and were allowed to remain in the country,” Assistant DHS Secretary Tricia McLaughlin stated.

Carcamo illegally crossed the U.S.-Mexico border on Nov. 24, 2020, according to DHS. On September 8, 2023, amid an unprecedented border crisis, an immigration judge granted the Biden administration’s motion to terminate his removal proceedings.
The Harris County Sheriff’s Office arrested Carcamo on July 14, according to News19. Local authorities were alerted to a possible kidnapping after a neighbor’s doorbell camera captured dramatic footage of the female victim attempting to escape and Carcamo allegedly grabbing her and dragging her back into the home.
“She was kicking and screaming. He was carrying her. It just stood out to me,” the unidentified neighbor stated, according to News19.
“I thought it was a child abduction. I actually thought it was a child abduction. To my surprise, it was an adult female,” he continued.
The victim, a Chinese national, worked in New York as a masseuse and was lured to the Houston area under the promise of a position with better pay, according to Click 2 Houston. However, when she arrived at an unknown location, she was allegedly stripped of her passport and kept in a trailer home.
Investigators believe the woman is likely one of several other victims involved in a larger-scale sex trafficking operation, Click 2 Houston reported.
“[Carcamo] obviously is not the one that drove her from New York,” Lt. John Klafka said of the case, according to Click 2 Houston. “So there’s that, he’s not the person that drove her from the first location in Houston. And, we know there’s other people involved.”
Under the Laken Riley Act, ICE issued a detainer for Carcamo with local authorities, a move the Trump administration says will “ensure this criminal illegal alien will never be released into American communities.”
“Thanks to the leadership of President Trump and Secretary Noem, criminal illegal aliens are being locked up and will no longer be allowed to terrorize American communities,” McLaughlin said. “Our message is clear: criminals are not welcome in the United States.”
