Earlier, reports from AFP indicated a limited truce had been agreed upon by Washington and Moscow, specifically targeting energy infrastructure, with a view towards a comprehensive ceasefire. This agreement also included a proposed exchange of 175 prisoners of war. However, immediately following this announcement, Ukrainian capital Kyiv experienced a barrage of alert sirens and explosions, with Ukrainian President Volodymyr Zelenskyy confirming new Russian strikes on civilian infrastructure, including a hospital in Soumy.

More recently, a proposed summit between President Trump and President Putin, slated to take place in Budapest, Hungary, has been put on hold. This decision followed what a Trump administration official described as an “exercised” call between Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov. According to NBC News, Lavrov reiterated Russia’s steadfast refusal to agree to an immediate ceasefire before formal talks commence—a key demand from Kyiv and its European allies. President Trump confirmed the shelving of the summit, stating, “I don’t want to have a wasted meeting; I don’t want to have a waste of time.”

This isn’t the first time high-level talks have hit a roadblock. A previous meeting between Putin and Trump in Alaska, mentioned in reports from AFP, also failed to yield significant progress, leading Russia’s deputy foreign minister, Sergei Ryabkov, to declare that the “powerful momentum generated by Anchorage…has largely gone.”

Zelenskyy’s Defiance Amidst Renewed Assaults

In the wake of these stalled diplomatic efforts, Ukraine has continued to face intense Russian aggression. President Zelenskyy publicly criticized Putin’s refusal of a complete ceasefire, despite the initial limited truce. He highlighted relentless nighttime attacks destroying energy infrastructure and normal Ukrainian life, asserting the need for continued international pressure on Russia for peace.

Following the postponement of the Budapest summit, Ukrainian cities endured what Zelenskyy termed Russia’s “spit in the face” to peace. Russian drone and missile strikes targeted a kindergarten in Kharkiv, killing at least one person and injuring seven others. Other attacks devastated parts of Zaporizhzhia and Kyiv, leading to at least 13 casualties within 24 hours. Zelenskyy urgently called on Western allies to provide long-range missiles, arguing that Moscow’s brazenness stems from Ukraine’s current lack of such defensive capabilities.

Throughout July, the administration provided shifting explanations, from a “capability review” by the Pentagon to a broader review of “all aid” to Ukraine. However, after an “unproductive phone call” with President Putin and a series of brutal Russian assaults, Trump eventually declared his intention to resume weapons shipments. By July 9, a US official confirmed that some weapons, including 155 mm artillery rounds and GMLR rockets, were indeed being sent to Ukraine again, as reported by ABC News.

Beyond immediate aid, Trump’s broader policy stance has also contributed to uncertainty. He has previously validated Russian claims, judging the maintenance of Ukraine’s territorial integrity and its NATO membership as “impossible.” Such statements, coupled with his temporary suspension of military and intelligence aid to Kyiv, have placed immense pressure on Ukrainian authorities, who ultimately endorsed his initial truce proposal.

Russian Demands and Escalations

Moscow’s position on a ceasefire has remained rigid. Before any comprehensive agreement, Putin demanded an end to Ukraine’s “rearmament” and a halt to Western aid. These conditions, Zelenskyy argued, aim to “weaken” Ukraine and demonstrate Russia’s unwillingness to end the war.

Despite diplomatic overtures and proposed truces, Russia has maintained intense military operations. Beyond the strikes on civilian targets, Moscow has claimed to repel multiple Ukrainian ground incursions in the Russian border region of Belgorod. The Russian Ministry of Defense also announced a previously planned test of its nuclear forces, including the launch of intercontinental ballistic missiles, a move that further escalates tensions and underscores the high stakes of the conflict.
