The period from late 2022 through early 2024 has seen multiple impactful atmospheric river events, leaving a trail of destruction.

These storms have brought astonishing rainfall totals, often equivalent to months’ worth of rain in a single day. Los Angeles has experienced six months’ worth of rain in one day, while Malibu received over 7 inches, leading to instant flooding. Streets transformed into rivers, exemplified by incidents in Studio City where a man had to perform a “swift water rescue” on his car, and in Santa Monica, which became a “log flume” as storm drains were overwhelmed. Highways across the state, including portions of US-101 in South San Francisco and major connectors like I-5 and Highway 110 in Los Angeles, were frequently closed due to floodwaters.

Catastrophic Landslides and Mudslides

The steep landscapes of areas like the Hollywood Hills and Beverly Crest have seen large boulders and debris rushing down, resulting in suburban landslides that destroyed homes and prompted evacuations. In Beverly Crest, one home was totaled, forcing ten neighbors from five nearby homes to flee. The famed 90210 zip code in Beverly Hills also experienced significant mudslides. Reports from Laurel Canyon described refrigerators, books, clothes, and even chunks of homes floating down roads, leading to the evacuation of six residences. Roadways from the I-405 near Sunset Boulevard to Santa Cruz and Ventura County were blocked by mud and boulders, requiring extensive clearing efforts. A dramatic incident in Chatsworth, Los Angeles, saw a flooded road collapse into a 15-foot sinkhole, swallowing two vehicles and requiring a complex rescue operation for a woman and a young girl.

Devastating Winds and Power Outages

Alongside the rain, atmospheric rivers unleash hurricane-force winds. Gusts reached up to 162 mph in the Sierra Nevada and over 120 mph at major ski resorts like Mammoth Mountain and Palisades-Tahoe. These powerful winds, combined with already saturated soil, proved disastrous for trees. Giant eucalyptus trees with shallow roots were easily toppled in places like Santa Cruz, crushing cars. In Goleta, near Santa Barbara, a single tree took out two apartments. Downed trees also caused widespread power outages, affecting over 220,000 homes and businesses across the state.

Heavy Snowfall in the Sierras

While coastal areas dealt with rain and floods, California’s mountains, especially the Sierra Nevada, received feet of snow. The Central Sierra Snow Laboratory in Soda Springs reported over two feet from one storm alone. This heavy snowfall, while beneficial for the state’s long-term water supply, caused significant travel disruptions, forcing authorities to close mountain passes like State Route 88 at Carson Pass and require chains on others. Avalanche warnings were issued around areas like Lake Tahoe and Mammoth Lakes, tragically contributing to at least one fatality in an avalanche on Mount Charleston, Nevada.

Human Toll and Economic Fallout

The human cost of these storms has been severe, with over a dozen storm-related fatalities reported since the end of 2022. Tragic incidents included a woman killed in Avila Beach after her vehicle was overtaken by water, two drivers dying after a large tree fell on their vehicles on Highway 99 near Visalia, and a woman found in a submerged vehicle in Forestville. A heart-wrenching search was launched for a five-year-old boy swept away by floodwaters near San Miguel. The financial impact is also staggering, with preliminary estimates for the early 2023 storms alone ranging between $31 billion and $34 billion in total damage and economic loss, according to AccuWeather. President Joe Biden approved an emergency declaration for California, enabling federal disaster relief.

Community Response and Future Preparedness

Amidst the chaos, communities across California demonstrated remarkable resilience and courage. Fire departments and rescue crews were relentlessly busy, assisting with evacuations, performing swift water rescues, and clearing roadways. Residents like Dianne Dias of Santa Cruz, who lived through the 1955 flood, expressed both shock at the intensity of recent events and concern for vulnerable populations. The state’s emergency officials, led by Governor Gavin Newsom, have repeatedly urged Californians to remain hyper-vigilant and heed evacuation orders.

As atmospheric rivers are a natural and recurring feature of California’s climate, understanding their behavior and preparing for their impacts remains crucial. While they provide vital water for a drought-prone state, their intensity necessitates robust infrastructure, effective emergency response, and continuous public awareness to mitigate the inevitable destruction they bring.
